Course Overview

Write Clear, Verifiable Technical Specifications for Defense Acquisition

Best Practice Specification Writing for Defense Acquisition Professionals is a one-day, practice-based course that develops the knowledge and practical skills needed to prepare clear, precise and effective technical specifications for defense acquisition. Designed for engineers, systems engineers, requirements developers, project managers and other acquisition professionals, the course examines how specifications translate operational and technical needs into contractual requirements that communicate what a system, subsystem or equipment must achieve. Particular attention is given to distinguishing functional and performance requirements from unnecessarily prescriptive design requirements and understanding how specification quality influences technical outcomes, supplier responses and acquisition risk.

Learning progresses from the purpose, types and structure of specifications to the development and assessment of individual requirements and coherent requirement sets. Participants examine requirement characteristics including necessity, clarity, correctness, completeness, consistency, feasibility and verifiability. The course explores appropriate levels of technical detail, requirement grouping, rationales, referenced standards and common sources of ambiguity. Practical examples demonstrate problems associated with subjective terminology, poorly defined performance ranges, incorrect subjects, compound requirements, generalized terms and inappropriate use of words such as ‘any’, ‘all’, ‘and’, and ‘or’.

Five practical exercises reinforce the learning by requiring participants to identify requirement types, develop functional, performance and design requirements, and critically review examples of poorly constructed requirements. By completing the course, participants develop a structured approach for writing and reviewing technical requirements and identifying common specification weaknesses before they become embedded in acquisition documentation.

Participants receive a comprehensive PDF copy of the course slides for future reference and application in their workplace.

Course Learning Outcomes

On completion of this course, participants will be able to:

  • Identify the purpose, principal types and key elements of technical specifications used in defense acquisition.
  • Explain the differences between functional, performance and design requirements and their appropriate application.
  • Describe the characteristics of clear, complete, consistent, feasible and verifiable technical requirements.
  • Apply structured writing principles to develop clear and technically appropriate individual requirements.
  • Use appropriate terminology, performance parameters, references and requirement structures to reduce ambiguity and unintended interpretation.
  • Analyze individual requirements and requirement sets to identify ambiguity, inconsistency, incompleteness and other common specification-writing weaknesses.

“Great course and well presented. It highlighted how we have been working with bad requirements! I really enjoyed the group exercises.” ~ L3 Harris
